For a feminist, any expression of male sexuality is a bad thing. The idea of rape culture is based on this premise. Men use sex to control women where sex becomes defined as rape. Therefore male sexuality must be condemned and controlled. since masturbation is a expression of male sexuality, that must be condemned and controlled as well.
The celebration of female sexuality stems from the same premise. If men use sex to control women, then in order to become liberated (empowered), a woman must freely express her own sexuality and that includes masturbation. Thus the double standard.
To achieve this goal, feminists aimed at destroying marriage. They view it as a license for husbands to rape wives. Destroying marriage was the first step towards controlling male sexuality. Characterizing men as potential rapists, wife beaters, and child molesters was necessary to gain support for destroying marriage. Almost everything else that feminists have done to hurt men has also flowed from the basic premise that male sexuality is evil and must be condemned and controlled while at the same time celebrating female sexuality as a means of empowerment
